In 1980, a small group of local social workers became concerned about the many battered women and children who were forced to leave their homes for safety having nowhere to go for help on the Eastern Shore. The Mid-Shore Council on Family Violence Inc. (MSCFV) was created to respond to this crisis.

New Laws



The following laws will become effective on October 01, 2009:



  • HB 296 / SB 267 - Makes it mandatory that for a Final Protective Order to order the respondent to surrender any firearm in the respondent's possession to law enforcement and refrain from possession of any firearm, for the duration of the protective order. A violation would be a misdemeanor.


  • HB 302 / SB 268 - Authorizes a judge entering a Temporary Protective Order to order a respondent to surrender any firearm in the persons possession to law enforcement. A violation would be a misdemeanor.


  • HB 98 / SB 601 - Increases the period of time from 30 days to 6 months for a judge to extend a Temporary Protective Order to enable the order to be served.


  • HB 464 / SB 714 - Authorizes a judge to order a law enforcement officer to use a reasonable and necessary force to enforce a temporary custody provision of an Interim or Temporary Protective Order


  • HB 971 / SB 811 - Extends the maximum duration of a Final Protective Order from one year to two years if the court issues a Final Protective Order against a respondent for an act of abuse committed within one year after a prior protective order expires.


  • HB 1196 - Requires the Department of Public Safety and Correctional Services to notify a petitioner of the service of an Interim, Temporary of Final Protective Order.


  • HB 845/ SB 1049 - Recommends the State Board of Education to develop and implement in the public schools a program to educate students about dating violence, including education on services provided, and order the Governor to proclaim the second week in October "Statewide Tween/Teen Dating Violence Education and Awareness Week."
